Letter to House of Delegates Speaker Mike Busch
On May 21, 2006 House of Delegates Speaker Mike Busch asked me to put my recommendations in writing. I first pitched this proposal to Speaker Busch in early 2005, when both our kids were acting in a Children's Theatre of Annapolis performance.
